Chip Munday
General Manager, CMCA, AMS, PCAM

Chip Munday most recently served 5 years as the General Manager of Pagosa Lakes Property Owners Association in Pagosa Springs, Colorado. He was responsible for all aspects of the planning, budgeting and management of a large scale community of 21 square miles with 6200 single family residential lots and a 329 unit Wyndham Vacation Resort. Assets included a recreation center, administration building, clubhouse, maintenance facility, 5 man-made lakes with earthen dams and over 2000 acres of recreational greenbelts.

Chip has a B.A. degree in Political Science with a concentration in Public Administration from Providence College in Providence, R.I. He is also a Licensed Colorado Community Association Manager, a Certified Manager of Community Associations (CMCA), an Association Management Specialist (AMS) and a Professional Community Association Manager (PCAM).

Francene Blackmore
Administrative Assistant

Francene Blackmore grew up in Windsor Locks CT but lived in Pomfret CT for 26 years before moving to Hilton Head Island where she and her husband have visited since 1993.

Francene’s organizational skills, attention to detail, multi-tasking ability and kind nature have ensured her success in several past professional experiences. Her varied work background includes positions in Canterbury Public School District working with the Pupil Services Director, IEP Coordinator at The Learning Clinic in Brooklyn, CT,  Patient Care Tech at a small CT hospital and a scheduler for their homecare department.

In addition to spending time with her Irish Glen Terrier, Francene likes reading, walking on the beach, cooking, entertaining, and exploring areas in the Lowcountry.

Betsy Brown
Accounting and Human Resource Administrator

Betsy Brown joined the COA staff this past October. She comes to us from the Philadelphia area having spent most of her lifetime along the Main Line.

Betsy graduated from Villanova University with a Bachelor of Science degree in Accountancy. Her most recent employment in Philadelphia was at Cornerstone Communities, Inc. At Cornerstone, Betsy was solely responsible for all accounting, financial management and correspondence of a multi-company, award-winning residential home builder/real estate developer.

Before joining our staff, Betsy traveled to Daufuskie where she was employed by Melrose Resort Group as their accountant.

 

Married for 16 years to her husband Phil, she and Phil relocated to the Lowcountry two years ago.

When Betsy is not working she enjoys travel, playing tennis, hanging out on the beach with friends, and solving crossword puzzles. Her leisure goal is to learn to play golf.

Betsy joined our staff in October, 2016.
